Rosie is the Founder and CEO of RVM Strategies, LLC, an innovative policy and strategy consulting firm working with academic and health system clients to align business and community health strategies to public policy and programs. She brings 15 years of extensive department and team management experience and is adept in organization and program strategy development and implementation, legislative procedure and lobbying, grassroots advocacy, public relations, public health program design, and project management. Prior to founding RVM Strategies, LLC, Rosie led the Government Relations and Community Benefits departments at the nation’s largest children’s hospital system, Texas Children’s for over twenty years. As an expert in pediatric and maternal health care policies specific to Medicaid, Children’s Health Insurance Program (CHIP), 1115 Medicaid waivers, managed care, community health collaborations, and population health she now channels her executive experience and passion for effective health policy and community engagement to a broad range of stakeholders.
Rosie holds a Masters degree in Public Health from The University of Texas Health Science Center in Houston and a Bachelors of Arts from The University of Texas at Austin. She has worked in the Texas House of Representatives Public Health Committee as a Committee Clerk and as a staff member for Congresswoman Lucille Roybal Allard through a graduate fellowship program with the Congressional Hispanic Caucus Institute. She currently serves as a community board member of the YMCA of Greater Houston, Harriet and Joe Foster Facility, and Community Health Choice, a non-profit health management organization offering coverage to families in Medicaid, CHIP, Medicare, and the ACA health care Marketplace throughout southeast Texas.
